database.dll(編號：8519)

今天我用crystal report7.0 oledb 中 sqloledb 抓sql server的資料,若在主機上沒問題,但在98且沒安裝任何資料庫系統上會出現database.dll的錯誤,請問如何解決?
環境是vb6.0,ado2.1
